Three Charged in Connection with September Fatal Shooting in Lowell
Two Men in Custody, One Man Remains at Large

Middlesex District Attorney Marian Ryan and Lowell Police Superintendent Kelly Richardson have confirmed that three men have been charged with murder in connection with the fatal shooting of Tyrone Phet on Sept. 14 in Lowell.

Channa Phan, 27, and Billy Phan, 29, are expected to be arraigned today in Lowell District Court.

Police are actively searching for the third man, Billoeum Phan, 28.

Members of the public should not approach Billoeum Phan and should immediately contact Massachusetts State Police or Lowell Police with any information on his whereabouts.
