Level 2 Sex Offender living in Westford Arraigned on Charges of Possession of Child Pornography;

Middlesex District Attorney Marian Ryan and Acting Westford Chief of Police Mark Chambers have confirmed that Kevin Migneault, 51, was arraigned yesterday in Ayer District Court on charges of possession of child pornography and failure to register as a sex offender in connection with allegedly possessing multiple videos and images of children engaging in sexual acts. The defendant, a Level 2 sex offender, was also residing at a Westford residence where he was not registered.

 Westford Police, on Dec. 3, began an investigation as a result of a CyberTip from the Massachusetts State Police Internet Crimes Against Children (ICAC) Cyber Crime Unit.  The tip, which had been issued by the National Center for Missing and Exploited Children, was connected to an IP address at a residence on Groton Road relative to potential images of child pornography that had allegedly been uploaded using a Kik Messenger account. The subsequent investigation, that included obtaining subpoenas, the execution of a search warrant and physical surveillance, revealed that the suspect had allegedly uploaded multiple images of minor female victims using his messenger account. Police were ultimately able to identify the defendant at the residence and determine he had been living there for over a year despite being registered in Chelmsford.

The defendant was ordered held on $10,000 bail and ordered not to have any unsupervised contact with anyone under 18, not to use the internet or social media, with the exception of communicating with his attorney and any court appearances that require he be on Zoom, and to check in with probation weekly if he posts bail. The next scheduled date in this case is Feb. 26.
