Westford Planning Board Meeting – November 15th, 2021

Open Forum (00:00:53)

During open forum, Chauncey Chu, the chairman of the new EV charging station working group in Westford thanked Planning Board member Bob Schaffer for attending his group’s meetings and also for providing advice and support to the group. In their first meeting, the EV working group reviewed the charge from the planning board. They will be adding some specific goals to that charge with an aim to be complementary to the “road map to net zero” created by the Clean Energy and Sustainability committee.

33 Robinson Road (00:04:05)

The site plan for 33 Robinson Road, allows for the renovation of existing tennis courts, construction of three new multi-use tennis courts with six pickleball courts within them, a new bituminous asphalt walkway running between the two courts and around the existing tennis courts connecting them to the school building, and a new parking lot with 13 spaces at the Robinson School.

The Planning Board were joined by Nesra Engineering contractors Arsen Hambardzumian and Hipolito Aguilera. After some revising and editing of the blueprint, and discussion regarding the renovation and construction plans, the Planning Board members cast an unanimous vote to proceed with the plan. The Board also voted to allow the contractors access to a stormwater management permit, which was necessary to complete the construction.

22 Town Farm Road (00:13:50)

There was a public hearing to consider an application of 22 Town Farm Road LLC seeking a modification to a site plan review. The modification allows for the expansion of The Mill Works sports complex in Westford into Buildings 13 and 16. The Board voted to continue the review of PB2136 to their next meeting on December 6, 2021.

Subdivision Rules (00:14:45)

Deliberations about subdivision rules and regulations Section 218 – 16C, regarding activity limitations within the ROW (right of way) between November 15th and April 15th, differentiates between the construction and non-construction season so that work is not done in adverse conditions.

After a lengthy discussion involving much input from citizens, private contractors and town officials the Planning Board determined that permits need to be obtained in order to do construction during this time.

The meeting concluded with reports, updates and what will be on the future agenda of the Planning Board.
