The following is part of the transcript from the Aug. 26, 2014 Board of Selectmen meeting. For other parts of the transcript, click here.
8:05 p.m. – A request was made to change the manager listed on an all alcohol on-site service license at the Lan Drive Residence Inn.
It was unanimously approved.
8:07 p.m. – A request was made to transfer an all alcohol package store license at Westford Package Store at Westford Plaza.
The transfer was unanimously approved.
8:08 p.m. – A request to change the business name and address from Kachipov LLC of 234 Littleton Rd. to CARciege, 288 Littleton Rd.
Joseph Holmes of Kachipov said that the business started in 2008 and got cars at auctions. The original name came from a former Russian partner.
No cars are kept on the property longer than a day, and then picked up by customers.
The request was unanimously approved.
8:12 p.m. – A public hearing to transfer a wine and malt retail package store liquor license at the Brookside Road Tedeschi from David Loiselle to Mizanur Rahman was opened and continued to Sept. 16 due to action that had not yet been taken by Tedeschi.
8:13 p.m. – The Selectmen took on the consent agenda. It was unanimously approved.
8:15 p.m. – Peraner-Sweet followed up on a request of the Board of Selectmen by the Drew Gardens Task Force to enforce the Cease and Desist order at the former Drew Gardens site.
That was unanimously approved.
8:16 p.m. – The Selectmen agreed to put Sept. 3 at noon as the deadline for the Oct. 20 Special Town Meeting.
8:18 p.m. – There were requests for the following appointments
– Wayne Wagner to replace Doug Dechenes on the Hunting Policy Committee
– Peter Dervan to the Bylaw Review Committee for three years
– Stephen Robinson to the Affordable Housing Committee
– Appointment of Election Officers
8:19 p.m. – Several sets of minutes were approved.
8:20 p.m. – Jodi Ross updated her advice that the town indicate its intent to request funding through the Division of Local Mandates for an unfunded mandate, Senate Bill 2334, which impacts supervision requirements of subjects being held on domestic violence charges.
8:21 p.m. – Jodi Ross said there was a decrease of $40,000 in terms of expenses on the North Road area Perchlorate remediation efforts.
She said that the concentrations are mostly going down and the plume of the contaminated area is moving.
Assistant Town Manager John Mangiaratti said that the Stepinski Well can now be excluded from the efforts.
Mangiaratti went on to show graphs of perchlorate contamination at the Highway Garage as well as nearby properties.
Jodi Ross reminded the board that impacted residents are given bottled water by the town.
Kelly Ross appreciated the work that had been done on the issue.
8:22 p.m . – Jodi Ross to be authorized for signing a new ambulance contract, as rates are expected to rise.
Siriani asked what the new rate will be. Jodi Ross said it was a percentage of Medicare and she didn’t have the rate increase immediately available.
The request was approved.
8:26 p.m. – Jodi Ross said she had gotten a proposal to feature Westford to be featured in the “Communities of Distinction” program for $25,000 for a five minute piece.
She said she would not recommend it, but said that she would give the update to the board.
Kelly Ross recommended Westford Community Access Television do the video.
Jodi Ross jokingly said that Westford Community Access Television doesn’t have Terry Bradshaw, but otherwise they’d do a fine job.
And she was flattered that the town was chosen but was initially unaware of the money.
The board did not approve the $25,000.
8:29 p.m. – Mangiaratti talked about three items needed to approve a lease agreement with the Massachusetts Department of Transportation regarding the Bruce Freeman Rail Trail’s extension into Acton.
The state will fund $38,000 of $50,000 for an environmental insurance policy related to the lease agreement.
Kelly Ross noted that for this upcoming phase of the trail, there are just a few hundred feet in Carlisle and Westford and significant amounts of trail in Acton. He wondered what role Westford should play and if Westford played a bigger role during earlier phases that had more trail inside of Westford.
Mangiaratti said that to insurance companies, it didn’t matter. It was pursued in a proportional manner, but Acton did not want to change the proportion and the insurance is actually going to them.
It was also indicated that the insurance is just for construction of the trail and there is no insurance for the current trail in town.
Kelly Ross made a motion, Peraner-Sweet’s name was spelled wrong, the motion was approved as amended.
8:35 p.m. – Town Engineer Paul Starratt sent an endorsement for a drainage easement at 35 Meadow Lane, it was unanimously approved.
8:36 p.m. – Several contracts were approved.
Jodi Ross also indicated that $1.5 million from the state had been approved for 10 North Main Street, and that the money may be overturned after the election by future state level officials.
Siriani added additional information, and Jodi Ross said that $50,000 had been appropriated by Town Meeting several years earlier.
A motion to approve the contracts was approved.
8:37 p.m. – Jodi Ross asked the Selectmen where they want to go with the 10 North Main Street property, but not put them on the spot, so she said she’d like to make a mixed committee of Selectmen, members on other committees and residents living nearby.
Peraner-Sweet asked for recommended members of the committee at the next meeting, Jodi Ross said she had the recommended members right now, with eight members and three neighborhood residents at-large.
Jodi Ross said it was okay for the Selectmen to appoint, but Peraner-Sweet said it was okay.
8:42 p.m. – The meeting was adjourned.
